Today, rising competitors seek to upend the rules-based order. As such, diplomacy, in all its forms, has taken a prominent role. Buzzwords like deterrence, presence, and agility have come to dominate modern parlance, but what do they mean? What is naval diplomacy? Why is this understudied topic so important, and what can the Navy do to ensure that the rules-based order is safeguarded from aggression?
